Ambulance Location Problem: An Equity Perspective

Abstract
In this study, various modelling approaches are studied for the emergency medical service (EMS) vehicle location problem in relation to equity. The problem environment involves uncertainty in incident handling times, travel times and the occurrence of emergency service demand. Simulation models are used in assessing the performance measures of the system to addressing the uncertainty, where queueing models cannot be employed due to computational complexity. Different modelling approaches are assessed in terms of equity which is defined from a Rawlsian perspective. The disparities in service quality among regions are reported via Gini coefficient, variance of region-wise mean response time and lost demand. A comprehensive comparison of the modelling approaches for EMS vehicle location problem is presented.
Short Bio
Muharrem Altan Akdoğan received his B.Sc. degree from Middle East Technical University Industrial Engineering Department in 2012. He worked as a functional consultant in Information Systems Department at Enerjisa JV. He has received his M.Sc. degree from the same department in 2015, where he currently holds a research assistant position. He continues his Ph.D. studies in the department. His research interests include stochastic processes and location problems.
